A higher up on a forum. They have the power to ban. They are a troll's worst nightmare.
Not everybody can be a moderator. It's takes some skill. You can't be a complete tightwad and keep banning people for no real reason like in Gamespot. You also can't be too mellow and let all the trolls run loose like in GameFAQS.
